Measure K endorsed by the Davis Enterprise,

Measure K:

Shall the City Council's approval of Ordinance 2259, approving the Second Street Crossing Project, a retail development of approximately 183,000 square feet, including a General Merchandise Store of 137,000 square feet and other retail buildings totaling 46,000 square feet, including a General Plan Amendment (Ordinance 2259, Exhibit A, Specific Plan Amendment (Exhibit B), Rezone (Exhibit C), and Development Agreement (Exhibit D)) be ratified?

In simple language, Measure K simply ratifies the decision of the Davis City Council to allow the "green" Target designed for Davis to be built on Second Street, near Mace Boulevard. Target will be part of the Second Street Crossing project, which also includes plans for four other retail stores or restaurants. Measure K is specific to the Second Street Crossing retail project and does not allow any other development, at any other site, anywhere else in Davis.

Argument in favor of Measure K

In 2003, the City of Davis approached Target to build a Davis store, in response to citizen requests for additional shopping and to ensure a strong economic future for the community.

Davis residents make thousands of out-of-town retail purchases. By voting "yes," Davis residents can make these purchases at the Second Street Crossing retail center. Off Mace Boulevard, the center includes up to four buildings — with space for restaurants, electronics, specialty groceries and larger apparel stores — in addition to the Davis Target. The area is easily accessible from major roadways and will have minimal impact on residential streets.

Voting "yes" positively affects the Davis community, providing:

The Second Street Crossing center will generate a minimum of $750,000 in new sales tax revenue for Davis. Financial estimates for "alternative" projects (none actually exist) don't begin to equal the contribution Target and the other businesses would make.

In addition to sales tax revenues, this project provides:

The Davis Target will be a registered LEED® project, with state-of-the-art energy efficiency, water savings and indoor air quality; it would be the first retail project in Davis honored with this environmentally significant recognition. Store design has been enhanced to reflect Davis' unique character and will include covered bike parking, electric car chargers, three acres of trees and pedestrian-friendly walkways.

Vote "yes" for greater retail variety, increased revenue and to promote environmental sustainability.

Rebuttal to Argument Against Measure K

Opponents of the Target store and Second Street Crossing seem to be opposing a different project. Davis - a community of diversity, independence, optimism, wonderful neighborhoods and great services - will be HELPED, not hurt, by this project.

FACT: Davis Police, parents and Teachers all SUPPORT this project because it is good for our community. Opponents are using a tired scare tactic in saying it will increase crime. The experts say it won't.

FACT: Target will provide all Davis residents with a place to shop for affordable non-grocery items - so they drive less, pollute less and support our community by shopping here.

FACT: Revenue from Target will fund important City services and decrease the City's huge sales tax dependence on the auto mall.

FACT: The Target store is a special "green" building designed to meet LEED® standards, near Mace Boulevard and I-80, in a place where traffic impacts are fully addressed. The Target store includes a three-acre greenbelt to reduce noise, energy conservation measures, and processes to protect our groundwater.

FACT: The Target store is a good fit for Davis. Target is a well-respected corporate citizen that provides benefits to part-time employees, funding to local schools and supports the arts.

FACT: The proposed Target site has been zoned for industry and commercial use for years. A retail project that meets residents' needs makes more sense than another warehouse.

Based partially on these statistics, a market analysis by Target, and the results of retail studies and shopping surveys requesting a Davis store, the City of Davis has worked closely with Target Corporation for more than two years to refine the proposed location at Second Street and Mace Boulevard. After much community dialogue, the City Council voted 4-1 to support the project, and then voted 5-0 to take it to a citywide public vote in November 2006.
